Scorecard Permission Enforcement — scorecard aggregate values now correctly respect user-level permissions during impersonation. A stale cached value in the scorecard config was being returned instead of recomputing from the active user's entitlements; tenants using application_entitlements or user_data permission formats may see rule caches refresh after deploy

Row Highlights Persist After Page Refresh — row highlight state in data tables now survives a page refresh instead of resetting
